Walter Moore
President
Education: Mr. Moore earned a Bachelor of Science degree in Accounting from Pennsylvania State University in 1975. He received his Masters of Business Administration degree from Loyola College, Baltimore, Maryland, in 1984.
Experience: Over the past 27 years, Mr. Moore has assisted numerous commercial and industrial customers in the transition to deregulated markets. He has been on the forefront of deregulation in multiple industries, including banking, financial services, and utilities.
Mr. Moore is a co-founder of Affiliated Power Purchasers International, LLC (APPI), where he serves as president and chairman of the board. He is responsible for all executive, administrative, and marketing activities of APPI.
In 1980, Mr. Moore co-founded Trans Data Corporation (TDC), a market research and consulting firm specializing in the banking and financial services industry. Under his direction, TDC assisted the top 300 commercial banks, major manufacturers, and service companies in understanding the dynamics of market deregulation.
In 1987, Mr. Moore founded Niche Publishing. The firm has over a decade of experience working extensively with associations. The company offers association marketing and publishing services including marketing management, membership services, publication management and production, and convention sales. It maintains a talented staff of writers, editors, and graphic artists who are knowledgeable about print and electronic media.
Michael S. Payne, J.D., L.L.M.
Executive Vice President and General Counsel
Education: A native of Delaware, Mr. Payne graduated with honors from Wake Forest University. He then received a J.D. from the University of Miami School of Law and a Masters of Law in Taxation from the George Washington University National Law Center. For the past twenty years, he has worked in financial services, corporate management, and investment banking. Mr. Payne is a licensed insurance agent and holds various securities licenses.
Experience: Prior to joining Affiliated Power Purchasers International, LLC (APPI), Mr. Payne served as an advisor to the company since its inception. Mr. Payne is responsible for the development and management of APPI programs, works with association executives in the administration of programs, and is responsible for all corporate financial and legal matters.
He has extensive experience with associations through his ownership and management of businesses, which are members of national associations. He has served as president of the Eastern Shore Chapter of Associated Builders and Contractors. He currently serves on its Board of Directors and is the chapter’s representative to the ABC national board. His businesses have been members of other national trade associations including the National Roofing Contractors Association, the National Federation of Independent Businesses, and the Chamber of Commerce.
Kathleen M. Kiernan
Vice President, Business Development
Education: Ms. Kiernan earned a Bachelor of Science degree in Marketing from LaSalle University in 1986. She received her Masters of Business Administration degree from Drexel University, Philadelphia, Pennsylvania, in 2000. In addition, Ms. Kiernan is a member of Beta Gamma Sigma, the national honor society for accredited business school students.
Experience: In January 2001, Ms. Kiernan joined Affiliated Power Purchasers International, LLC (APPI) to direct its national sales efforts and association activities. Her responsibilities include the education of association executives and members, and the administration of APPI’s marketing and sales activities with trade associations.
Prior to joining APPI, she worked for two of the largest railroads in the eastern United States. Through increasingly responsible positions in sales and marketing, Ms. Kiernan gained extensive experience in a deregulated industry that was in the process of rapid change. She is experienced in various components of business-to-business commerce, including product pricing, service, and supplier issues. Her sales experience ranges from start-up operations to Fortune 500 companies. Building customer relationships, assisting clients with problem resolution, and facilitating win-win situations are some of the key skills Ms. Kiernan brings to APPI.
Michael L. R. Housley
Senior Vice President
Education: Mr. Housley received a BS in Chemical Engineering from North Carolina State University and his MBA from Pacific Lutheran University in Washington State.
Experience: Mr. Housley founded The Legacy Energy Group, LLC (“Legacy”) in August 1998. Legacy is an energy marketing and trading, consulting and asset development company headquartered in Warrenton, Virginia. Legacy is an equity owner in APPI that provides strategic consulting support to APPI including asset development, power marketing, energy aggregation, and energy services.
In March 1999, Legacy received approval to sell power at market-based rates from the Federal Energy Regulatory Commission. Currently, Mr. Housley is the power marketing industry representative on the Southeastern Electric Reliability Council (“SERC”) Executive Committee. He is past chairman of the Council of Industrial Boiler Owners’ NOx Committee.
Prior to forming The Legacy Energy Group, LLC, Mr. Housley was vice president of LG&E Energy Marketing (“LEM”) where he was responsible for LEM’s coal, natural gas, power, and risk management businesses in twenty-three eastern states located in the NPCC, MAAC, SERC, SPP and FRCC NERC Regions. Total revenues across the business lines under Mr. Housley’s control exceeded $300 million in 1997. From 1993-1995, he was the regional marketing executive for the SERC Region where he consummated the company’s first power marketing transactions and managed all trading activities. From 1995-1997, he was director, power marketing for SERC, MAAC, and NPCC and oversaw the closing of a number of long-term power contracts and cross-commodity deals including coal-tolling, reverse gas-tolling, and indexed capacity and energy transactions.
From 1989 to 1993, Mr. Housley was the environmental program manager for Hadson Power (LPI’s predecessor). He was responsible for all permitting activities associated with LEM’s five coal-fired electric plants in Virginia and North Carolina and its gas-fired plant in upstate New York.
Thomas Ihrig
Senior Director, Energy Services
Education: In 1988, Mr. Ihrig received a Bachelor of Science degree in Mechanical Engineering from Ohio State University. In 1996 he received a Master of Business Administration degree from Central Michigan University.
Experience: Mr. Ihrig’s responsibilities with APPI are focused on managing the activities involved in serving commercial and industrial customers, including monitoring the regulatory framework across the nation, modeling local distribution companies’ (LDCs) tariffs, and maintaining supplier relationships with energy service providers (ESPs).
Mr. Ihrig has fourteen years of experience in the energy industry, during which he has held positions of increasing responsibility working with commercial, industrial, and municipal customers, both on the retail and wholesale levels.
Prior to joining APPI, Mr. Ihrig managed the gas and electric commodities for a number of nationwide clients of CMS Energy. Mr. Ihrig has extensive experience in the regulatory arena working with State Public Utility Commissions (PUCs) in their efforts to implement viable competitive retail electric supply markets. For the past four years, Mr. Ihrig has analyzed the unbundling of LDC tariffs in states with retail open access programs, modeled savings programs to assess opportunities for clients, and administered energy programs and systems that manage energy usage and expenditures.
