State Status of Electricity Deregulation

Electricity deregulation is accomplished on a state-by-state basis. There is no federal legislation mandating deregulation.

Maryland
Deregulation completed. Most of the state is becoming competitive. Contact APPI to participate.

Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania, and Texas
Deregulation is completed. There is active competition among electricity suppliers. Savings for Energy Buyers Program participants ranges from 8% to 50%.

California
Deregulation fully implemented, but as of September 2001 retail choice was suspended until further notice. However, businesses currently served by suppliers other than PGE, SOCAL Edison, and San Diego Gas & Electric, can continue to be active in the competitive market.

Arizona, Connecticut, Delaware, Maine, Montana, New Hampshire, New Mexico, Rhode Island, Washington, DC, and West Virginia
Deregulation has been implemented, but savings are currently limited due to the lack of a competitive market.

Illinois
Deregulation was finalized. Opportunities should be available in late 2003.

Virginia
Deregulation has been finalized, with a start date of January 1, 2002. Expected to be competitive in late 2003. Contact APPI now to prepare.

Oregon
Deregulation finalized. Opportunities possible in l ate 2003. Contact APPI now to prepare.

Oklahoma
Deregulation has been passed by legislature. Competition should provide savings in early 2004.

Alaska, Arkansas, and South Carolina
Deregulation legislation is currently pending. No dates have been set.

Georgia, Hawaii, Idaho, Indiana, Iowa, Kansas, Kentucky, Minnesota, Nebraska, North Dakota, South Dakota, Tennessee and Wisconsin
These states are not considering electricity deregulation at this time.

Remaining states are in the process of legislative investigation with no specific plans.
